You get to the business activity section of the SSM form and the whole thing stalls. There is a field asking for a five-digit MSIC code, no dropdown that matches what you actually do, and no explanation of where the number comes from. So you pick something that sounds close enough and move on.

That number stays with you. It goes into your SSM record, it comes back when you file your tax return, it gets checked when you open a business bank account or apply to a payment gateway, and it decides which sector you fall into when a government agency assesses you for a grant.

Here is what the code actually is, where the official lists live, and what to do if the one on your record no longer matches your business.

Short answer: An MSIC code is a five-digit code from the Malaysia Standard Industrial Classification 2008 (MSIC 2008 Ver. 1.0), the economic activity classification published by the Department of Statistics Malaysia. SSM records it as your nature of business at registration, LHDN uses the same numbering as your business code for tax reporting, and DOSM aggregates it into national statistics. What is an MSIC code, and why SSM asks for it when you register

MSIC stands for Malaysia Standard Industrial Classification. The version in use is MSIC 2008 Ver. 1.0, prepared by the Department of Statistics Malaysia and aligned closely with the International Standard Industrial Classification (ISIC) Revision 4 issued by the United Nations Statistics Division, with modifications for local conditions. That alignment is the reason Malaysian codes look familiar to anyone who has dealt with industry classifications in other countries.

The official MSIC 2008 publication counts 88 two-digit divisions, 238 three-digit groups and 423 four-digit classes, which then break down further into five-digit items. When people say “MSIC code”, they mean that five-digit item.

SSM asks for it because a registration record needs more than a name and an address. Without a standard classification, one owner writes “trading”, another writes “general merchandise”, a third writes “retail supplies”, and nobody can tell whether they are in the same line of work. The code forces everyone onto the same list, which is what makes SSM data usable alongside DOSM statistics.

For a Sdn Bhd, the code sits in the nature of business section of the incorporation submission. For a sole proprietorship or partnership registered under the Registration of Businesses Act 1956, it goes in during registration through the EzBiz service on the SSM4U portal. You are also not limited to one code. If your business genuinely runs several distinct activities, you can list more than one, with the main revenue-generating activity first. SSM registration forms in practice allow up to three activities. Check the current limit on the SSM4U portal before you fill anything in, because form requirements change.

Why LHDN uses the same code

LHDN did not build a separate numbering system. The business code you enter on your tax return is the same MSIC 2008 code. LHDN’s own published list of business codes is titled “New Codes (MSIC 2008)”.

The code appears in the e-Invoice ecosystem as well. MSIC is one of the official code sets in the MyInvois documentation, where LHDN describes it as a “5-digit numeric code that represent the taxpayer’s business nature and activity”. When you set up your supplier profile for e-Invoice, that code is part of what gets submitted.

The practical reason this matters is benchmarking. When hundreds of companies file under the same code, LHDN can see what normal margins, cost ratios and expense patterns look like for that industry. If your numbers sit far outside the range for the code you declared, that becomes one of the things worth a second look. It does not mean an audit is coming. It means a mismatched code can get your business compared against an industry you have nothing to do with.

Take a simple case. A building contractor normally carries heavy material costs against revenue. A consultancy is almost entirely salaries. A consultancy filing under a contractor code will look odd against its supposed peers, for no reason other than a bad entry on a form. MSIC code structure: what the five digits mean

MSIC 2008 works in five levels, each narrower than the one above it.

Read left to right, 47912 unpacks as: Section G (wholesale and retail trade; repair of motor vehicles and motorcycles), Division 47 (retail trade except motor vehicles and motorcycles), Group 479 (retail trade not in stores, stalls or markets), Class 4791 (retail sale via mail order houses or via Internet), Item 47912 (retail sale of any kind of product over the Internet).

What you register is the item, not the section or the division. If you find yourself stuck between two codes that read almost identically, the difference is usually in the fifth digit, and that digit often separates public from private, or a physical shop from an online seller.

The 21 sections at a glance

If you have no idea where to start, identify your section first and work downwards. The sections run: agriculture, forestry and fishing (A), mining and quarrying (B), manufacturing (C), electricity and gas supply (D), water supply, sewerage and waste management (E), construction (F), wholesale and retail trade (G), transportation and storage (H), accommodation and food service (I), information and communication (J), financial and insurance/takaful activities (K), real estate (L), professional, scientific and technical activities (M), administrative and support services (N), public administration and defence (O), education (P), human health and social work (Q), arts, entertainment and recreation (R), other service activities (S), households as employers (T), and extraterritorial organisations (U).

MSIC code list: examples for common Malaysian businesses

The codes below are taken from LHDN’s published MSIC 2008 business code list. Treat them as a starting point rather than a final answer, because the right pick depends on what your business actually does day to day.

The digital marketing row deserves a note. There is no MSIC code that literally says “digital marketing”, because MSIC 2008 predates the term as an industry standard. Code 73100 (advertising) is the closest fit for campaign and media work. If most of your billing is building websites and systems, 62010 is more accurate. If you operate a platform rather than sell your own products or services, look at 63120 (web portals). This is the sort of case where you match the activity, not the label the industry uses for itself.

MSIC code search: how to find yours step by step

There are two official search routes, and it is worth using both so one cross-checks the other.

Route 1: SSM BizCodEX

SSM launched BizCodEX on 11 November 2024, built together with DOSM, the Ministry of Finance and CIDB. It is free and available around the clock.

  1. Go to ssm4u.com.my/BizCodEX and click MULA.
  2. Pick one of three search methods: by MOF supply and services field code, by CIDB specialisation code, or by general business activity terms.
  3. If you are not a government supplier or a CIDB contractor, use the third option. Type the plainest description of what you do, such as “restaurant” or “transport”.
  4. The system returns the matching MSIC code. Note that the general-term search only covers activities already listed in the system, so do not give up after one attempt with an unusual phrase.
  5. Copy the description that comes back and use it in the Keyword field when you fill in your business type on EzBiz, MyCoID or MyLLP.

Route 2: the DOSM MSIC system

DOSM runs an interactive search at msic.stats.gov.my that lets you drill down level by level, from section to division to group to class and finally to the five-digit item. It is slower than BizCodEX but better for context, because you see the neighbouring codes you might otherwise miss.

Route 3: the LHDN and MyInvois lists

If you want the whole list on one page, the MSIC code set for e-Invoice is published in the LHDN MyInvois documentation. Useful, since the same code carries across your SSM registration and your tax filing.

How to choose between two codes that look the same

  • Ask which activity brings in the most revenue today, not what you plan to launch next year.
  • Read the inclusion and exclusion notes for the class. That is usually where the distinction is spelled out.
  • Go with the most specific code that is still accurate. Avoid codes ending in 9 (n.e.c., not elsewhere classified) unless nothing else fits.
  • If two activities are genuinely comparable in size, register both and put the larger one first.

What happens if you pick the wrong MSIC code

There is no automatic penalty for a code that does not match. The trouble shows up later, usually at the moment you least want it.

Licences and permits

Local councils compare the activity you are applying for against what appears on your SSM certificate when they process a premises licence. Apply for a restaurant licence with a retail trade code on record and the application can sit until the record is corrected. Regulated sectors such as clinics, childcare centres and employment agencies tend to be stricter still.

Grant applications

SME Corp states in its SME definition guideline that classification of economic activities for definition purposes is based on MSIC 2008 codes. That matters because the size thresholds differ by sector. In manufacturing, a small enterprise means sales of RM300,000 to under RM15 million, or 5 to under 75 employees. In services and other sectors, small means RM300,000 to under RM3 million, or 5 to under 30 employees. A wrong code can put you in the wrong threshold band, which affects eligibility. Confirm the current figures on the SME Corp portal before you rely on them, since the definition has been revised before.

Banks and payment gateways

When you open a business account or onboard with a payment gateway, your business type gets screened against restricted and higher-risk category lists. A code that describes the wrong activity can route your application into the wrong review track, which usually means delay and extra document requests rather than an outright rejection.

Tax

The business code on your return is your MSIC code. If it points at a different industry from the one you operate in, your accounts get compared against the wrong peer group. That is not an offence in itself, but it is one more thing you may have to explain if LHDN reviews your file.

Can you change your MSIC code? Yes, here is how

The code is not a permanent decision. The process differs by entity type.

For a Sdn Bhd

SSM Practice Directive 2/2017 states that where a company has resolved to change its business address or its nature of business, the company must notify SSM within 14 days from the date of the change. The notification goes in through the prescribed form and is normally lodged by your company secretary. For sole proprietorships and partnerships

SSM’s guideline for registration of changes of business particulars states that changes must be submitted to the Registrar within 30 days, and lists a fee of RM20 for registration of changes of business particulars. The application is made online through the EzBiz service on the SSM4U portal. For partnerships, every partner has to verify the application from their own account before payment can go through. Confirm the current fee on the portal before paying, since rates can be revised.

After the change goes through at SSM

Update the business code held by LHDN as well, and make sure the MSIC code in your e-Invoice profile matches. If you skip this, you end up with one code at SSM and a different one at LHDN, which is exactly the kind of inconsistency that surfaces years later during a review.

Common mistakes

  • Choosing a code based on the company name. Calling yourself “XYZ Technology Sdn Bhd” does not put you in Section J. If you resell computer hardware, you are in retail trade.
  • Using n.e.c. codes as a shortcut. Codes ending in 9, such as 47999 or 82990, exist for activities that genuinely fit nowhere else. If a specific code exists, use it.
  • Registering everything you might do one day. Some owners try to list every possible future activity. It blurs the record and can raise extra questions during licence applications.
  • Copying a competitor’s code. Two coffee shops can carry different codes if one operates as a full restaurant and the other as a stall. Check your own.
  • Forgetting to update after a pivot. Plenty of businesses change model without touching their SSM record. Companies have 14 days to notify a change in nature of business; registered businesses have 30 days.
  • Letting SSM and LHDN records drift apart. They should carry the same code. Check both whenever you make a change.
  • Treating the code as a licence. MSIC is a statistical classification, not permission to operate. But other parties use it to assess you, so accuracy still counts.
